Chinese authorities have admitted for the first time that limited human-to-human transmission of the deadly H7N9 flu virus is theoretically possible, adding to fears over the virus that has now claimed 17 lives in eastern China.

In a departure from earlier comments, scientists at Beijing’s Center for Disease Control and Prevention said evidence from H7N9 infections in families was “unclear” and they were still studying the cases to determine whether human-to-humantransmission had occurred.

“For a virus that can pass from birds to humans, then after a person is infected, in theory it can also infect, in very rare cases, members of a population who are particularly susceptible to infection or who have certain characteristics,” said Feng Zijian, director of the public health emergency centre at the CDC, in remarks posted on the Ministry of Health’s website.

The H7N9 avian influenza has infected 82 people, of which five have recovered, 17 have died and the rest remain in critical condition, according to the Ministry of Health’s tally on April 17, the most recent date for which numbers were available.

However, Mr Feng downplayed fears of a pandemic. “Even if a small number of family cluster infections appear, it would not mean the virus had already achieved the ability of effective human-to-human transmission,” he said. He added that no firm evidence of human-to-human transmission has yet been found.

The virus is difficult to track because it is asymptomatic in some birds, meaning it can spread undetected in bird populations, and scientists have not yet determined how it is transmitted.

Weekend visits to a war shrine by
senior officials in Japanese Prime Minister Shinzo Abe's government
set off angry reactions by South Korea and China at a time when nations in the
region are seeking
unity in response to North Korean threats.
Seoul's foreign minister cancelled a
Tokyo trip that had been intended to increase cooperation between the two
American allies, while China sent a 'stern message' to Japan regarding the
visits, said Hua Chunying, a spokeswoman for China's Ministry of Foreign
Affairs.
'Only when the Japanese government
faces history with the right attitude and can profoundly reflect on the
history will it march toward the future and develop a friendly and cooperative
relationship with its neighboring countries and China,' Ms. Hua said
Monday.
Taro Aso, the No. 2 official in Mr.
Abe's government, who serves as deputy prime minister and finance minister, and
two other cabinet ministers visited Tokyo's Yasukuni shrine during a three-day
annual spring festival that began Sunday. Mr. Abe didn't visit but sent an
offering of a potted tree used in rituals.
South Korea and China have long complained about
Japanese lawmakers' annual visits to the shrine, which honors a host of war
criminals along with millions of Japanese killed during past wars. Chinese
state-run news agency Xinhua said such visits have become 'a major obstacle for
Japan to mend its ties with neighboring China and South Korea that suffered
Japan's invasion in World War II.'
Mr. Abe's top government spokesman,
Yoshihide Suga, stressed that the ministers were acting as private citizens,
adding that the government 'should not place restrictions on these matters of
the heart.'
Asked about the effect on Japan's
relations with neighbors, Mr. Suga responded: 'Each country has its own
position. I don't think this should be an issue that affects diplomatic
relations.'
Members of the Liberal Democratic
Party—Mr. Abe's party—have traditionally made frequent visits there to please
their conservative constituents.
The spring festival was the first
occasion for Japanese lawmakers to make a formal visit to the shrine since Mr.
Abe's party returned to power in December after three years in opposition.
During those three years, Yasukuni
almost disappeared as a diplomatic sore spot because the previous Democratic Party of
Japan government had discouraged senior members from visiting the
shrine.
U.S. officials have
raised concerns that Mr. Abe's nationalistic
government might further complicate ties between two of America's closest Asian
allies at a time of growing regional instability. Secretary of State John Kerry recently
visited South Korea and Japan in part to encourage them to strengthen their
alliance against current regional threats. Mr. Kerry urged nations around the region to set aside
'old and contentious historical differences.'
Since the summer, Japan has been embroiled in a
rancorous dispute with China over a group of small islands. Its relationship
with South Korea has also been chilled over the past year or so, as
disagreements regarding sexual slavery in Japanese military brothels spilled
into a tussle over another set of small islands last summer.
