你这老师纯粹满脑子里萦绕的都是中文的“我们赢不是问题”。
这中文和英文的表达习惯，思维方式，你们老师是完全不懂，我可以感觉到她是个外行。完全都不懂得一丁点的英文思维习惯。
事实上有些英语老师真的是花瓶，表面上装的人五人六的，其实一点专业也不懂。

这个句子是错的。美式英语这么写
It's not a question of whether or not we can win the battle.

problem句，这么写(我抄来的)
It isn't a problem for us to win the battle. 或 We'll have no problem winning the battle. 或 It won't be a problemfor us to win the battle.

其实都行。意思有点不同

1， 赢不是问题，快慢而已
2， 能不能赢不是问题，我能否活下来才是

填that或者whether
都不影响歧义的
只是填that不合适而已

首先，有没有下半句也好，我怀疑是否能够这样用 problem 去形容我们能够获胜是毫无疑问的。然后，我利用语料库查 ”not a problem that“ 找到81条资料。

要么这个 that 像 which，指的是那个 problem（a thing that is difficult to deal with or to understand，即难题)，例如：
it's not a problem that can be solved
It's not a problem that we can't solve
This is not a problem that Gearbox have to concern themselves with
it automatically corrects your math for you so that's not a problem that you will have
It really is not a problem that state government as a whole can do much to solve
要么就是指 that 后面形容的东西/事前并不是一个难题，而非”毫无疑问“，例如：
it is not a problem that leftists don't seek out the truth

我好奇一下，认为可以选that的各位，仔细品品It's not a problem that we can win这句话，不应该是“我们能赢这件事，不会成为一个麻烦”吗？就好像It's not a problem that I don't have money，“我没钱，但没钱不是问题（不会成为麻烦）”。我只看到16楼 @乾元_用九 说出了真相。至于It's not a problem that can't be solved，是另一个句型，此处不论。

楼主，这种题目本身质量就差，不理也罢。我教你一句简洁而且地道的：It's not (a question of) if, but when we will/shall win. 括号内可省略。
